The Senate Public Accounts Committee had raised concern on non compliance of Chief Executives of Federal Agencies , Parastrals some MDA's who have refused to come forward to defend their agency in regards to the consideration of the Auditor-General,s Annual Report on accounts of the federation for the year end of 31th December,2019.
Senator Ahmed Wadada Aliyu who is a Committee Chairman made this known to news men during the week on Tuesday August thirteen as he addressed the press on the issues.
According to Senator Wanda , "it's obvious that some Chief Executives are showing an uncooperative attitude and most Executive Officers and Accounting Officers ,whose delay action ,affects their success in keeping to the mandate on section 62(1) of the Constitution of the Federal Republic of Nigeria as altered which states,"The Senate or the House of Representatives may appoint a committee of its members for such special or general purpose as in it's opinion would be better regulated and managed by means of such committee or otherwise as it thinks fit, delegate any functions exercisable by it to any such committee '
Wadada, also called attention to the provisions of sections ,88 and 89 of the constitution Rule 95(5) of the Senate standing Order,2023(as amended) which vested the public Account committee with the mandate of ensuring accountability and transparency in the management of the public account of the federation,
The chairman noted that, the committee has powers to consider and inquire into the report of the Auditor --General, for the Federation Accounts and to also embark on statustory inquiry on revenue generation and expenditure of the accounts of the Federation.
The committee is displeased at the recalcitrant attitude of some of the CEOs and MDAs towards,"invitation to defend the Audit queries raised against them in the Auditor -General,s Annual Report for the Year ended 31,th,December,2019 which is retarding the committee progress which commenced the consideration of the Audit Report in October,2023 with a view to presenting the report to the Plenary.
According to Wadada, this willful dishonest attitude to honour invitation to defend their written responses to the audit queries submitted to the committee secretariat seeks overhaul.
At the briefing, before the media, at the senate committee hearing room zero four, Aliyu, recalled the committee Rule of engagement, required that, Accounting Officers ,attend committee public hearing to respond to questions arising from the analysis of their submission which in turn, forms basis for inform decision on the matter by the committee.
The Chairman noted the desire of the committee to timely discharge its constitutional and legislative functions which is being delayed by the evasive and negative action of the listed CEOs or accounting officers of the concerned MDAs foot dragging.
He called for Senate intervention and rescue in order to achieve the President Ahmed Bola Tinubu's zeal and commitment to making Nigeria better.
He posits that (Nobody ,Institution, or organization in Nigeria is above the law or should be above the law,)
